Underdeveloped definition

Underdeveloped means that condition of real property unaltered by the construction or addition to such property by man of impervious ground cover or physical man-made improvements of any kind which change the hydrology of the property from its natural state.
Underdeveloped means insufficiently developed or not developed to the extent permissible by the City Zoning Ordinance.
Underdeveloped means a lot that is not developed to its highest and best use.
