Under-service definition
Under-service means actions taken by or on behalf of a participating entity that have the result of limiting, excluding or discouraging one or more members from seeking or receiving medically necessary Medicaid covered services, including actions taken with the express or implicit goal of increasing savings generated by the participating entity, reducing the number of high-risk members assigned to the participating entity or both.
