Turned off definition

Turned off or “powered off” means the device is not activated. Devices in quiet vibrate or other modes, except off, are not considered turned off or powered off.
Turned off means that the cellular phone or other electronic device cannot function. This may be accomplished by either using the on/off switch or removing the batteries. In order to be considered “turned off” the cellular phone or other electronic device may not operate, make sounds or be set on “vibrate mode.”
