TROA means the October 2003 draft of the Truckee River Operating Agreement negotiated for the purpose of carrying out the terms of the Truckee-C▇▇▇▇▇-Pyramid Lake Water Rights Settlement Act, Public Law No. 101-618, and any final, signed version of the Truckee River Operating Agreement which becomes effective under the terms of the Truckee-C▇▇▇▇▇-Pyramid Lake Water Rights Settlement Act.
