Transitional means temporary in nature, not permanent.
Transitional. ’ qualification means qualification completed by October 28, 2002, of individuals who have been performing a covered task on a regular basis prior to the effective date of the rule.
Transitional means that the free allocation is initially 30% of the quantity determined via the Union-wide harmonised free allocation rules and decreases from 2026 onwards to 0% (and thus no free allocation)10.
