transfer oscillators means oscillators based on the principle of harmonic mixing. The known reference frequency is derived from a local oscillator instead of from a crystal. The unknown frequency is mixed with the localoscillator frequency, the two are phase-locked by tuning the local oscillator and can then be measured by a counter.
