training flight means a flight operation performed exclusively for the purpose of training or testing of a person or persons (e.g., flight crew) to obtain, upgrade or renew a licence, including pilot proficiency checks. For training flight purposes, a flight operation of an aircraft at an airport is limited to the flight activity by that aircraft between taxiing on and taxiing off the aircraft manoeuvering area.
