Traffic Jam definition

Traffic Jam means Hindered Traffic characterized by a considerable cluster (queues) of vehicles moving at an average speed of less than 10 kilometres per hour. Road Conditions at a Road Accident Scene means actual road conditions at a road accident scene when an accident occurs, such conditions depending on Maintenance Defects. The fact that an unsatisfactory road condition (conditions) caused a road accident shall be established by a court ruling (based on the respective investigation results).
