Ticket Dispenser means an automatic or other mechanical meter or device erected, maintained or operated on any land for the purpose of allotting and controlling Parking spaces for Vehicles by the dispensing of tickets or coupons to the drivers of Vehicles Parked or intended to be Parked in any such Parking space; and
