Thoroughly cleaned means all furniture, surfaces, closets, cabinets, and mattress must be washed with a sanitizing solution. Floors must be swept and mopped with a sanitizing solution. Carpets must be vacuumed and cleaned. All bed and bath linens must be laundered.
