the Dwelling Occupation Date means the date that the Purchaser takes occupation of the dwelling that he intends erecting on the Property which shall not be before the Municipality has issued a certificate of occupancy as prescribed by section 14 of the National Building Regulations and Building Standards Act No. 103 of 1977 and the regulations promulgated thereunder as amended from time to time and the Association confirms in writing that the Purchaser has complied with all of its requirements;
