temporary stream means a stream that has a clearly defined continuous channel or streambed and flow during certain seasonal periods of the year, such as following snowmelt, but not throughout the year. Temporary streams contain distinctive riparian vegetation (except where previously removed by human activity, and not including River Red Gum (Eucalyptus camaldulensis)), indicative of periods of saturation and distinguishable from vegetation communities in surrounding areas.
