Temporary impacts definition

Temporary impacts means those impacts to wetlands or other surface waters, including wetlands, that do not cause a permanent alteration of the physical, chemical, or biological properties of the surface waterwaters or of the functions and values of a wetlandthe permanent alteration or degradation of existing wetland acreage or functions.
