TAFDC definition

TAFDC refers to the Transitional Aid to Families with Dependent Children program administered by DTA.

  • Special Mailings Current TAFDC ESP participants will be sent the “Notice to Current ESP Participants” (Attachment B) during the week of 1/22/07 to inform them of the opportunity to have a Learning Disability Screening done.

  • The U.S. Department of Health and Human Services Office for Civil Rights and the Massachusetts Department of Transitional Assistance have agreed to resolve complaint #01-98- 3055 regarding recipients of Transitional Aid to Families with Dependent Children (TAFDC) with learning disabilities.

  • Under the agreement with OCR, DTA must inform TAFDC applicants and recipients that: • DTA has an obligation to conduct Learning Disability Screenings and Assessments for applicants and recipients.

  • The Learning Disability referral process should not prevent an applicant from having his or her TAFDC AU approved if otherwise eligible.

  • If the Learning Disability Assessment Report identifies possible grounds for eligibility for a TAFDC disability exemption, SSI, or possible accommodations, the CAC will review these options with the client.

  • The Department shall maintain a caseload based system for work conducted by Benefits Eligibility and Referral Social Workers (BERSW) who are performing case-related activities on clients receiving Transitional Aid to Families with Dependent Children (TAFDC) and Emergency Aid to the Elderly, Disabled and Children (EAEDC).

  • The AU Manager must distribute this information sheet to TAFDC applicants and recipients when: • applications are made; • eligibility reviews are conducted; • Employment Development Plan (EDP)s are created or updated; • transition plans are developed; and • extension plans/agreements are developed.

  • A client discloses to the Department information about his or her disability and states that the disability causes him or her to have trouble accessing Department programs or complying with Department requirements (excepting the TAFDC work requirement), and requests an accommodation.
