Substantive Change-in-Use definition
Substantive Change-in-Use means any major change or significantly different use or change in function of real property. Any use, authorized through a lease arrangement, by a non-state entity is considered a substantive change-in-use. The State retains ownership of real property in all change-in-use transactions.
