Substantially completed and operational definition
Substantially completed and operational means that all elements of a system are operational and will perform at the levels upon which design and approvals were granted; that the system will in no way become a public nuisance; that the system will in no way adversely affect the public health, welfare or safety; that the operation of the system may be conducted in a safe and efficient manner; and that safe, all-weather access be assured in order that any equipment necessary for the normal activities associated with operation of the system may have free continual ingress and egress.
