State population definition

State population means the July 1, 2002 Population Estimate of the sixty-five (65) and older age group for each individual state and the District of Columbia (the District of Columbia shall be considered a state under this definition) as issued by the United States Census Bureau and attached hereto as part of Exhibit E.
