State expenditures means all State or local
State expenditures means the general fund appropriations, the special revenue fund type appropriations, and the cash portion of the appropriations in the capital projects fund type, excluding:
State expenditures means funds made available by appropriation by the general court for the ordinary maintenance of the several depart- ments, offices, commissions and institutions of the commonwealth, as set forth for the fiscal year in the general appropriations act and sup- plemental appropriations acts as provided for in chapter 29; provided, such funds are financed by state tax revenues.
