Standard format means the uniform format for state agency rules prescribed by the revisor of statutes pursuant to section 91-4.2, Hawaii Revised Statutes, the physical requirements of which are set forth in all chapters of this subtitle except chapter 00-6, and which also may be referred to as the "Hawaii administrative rules format".
