Such construction shall be performed in accordance with Good Utility Practice, applicable SPP Criteria, industry standards, Transmission Owner’s specific reliability requirements and operating guidelines (to the extent these are not inconsistent with other requirements), and in accordance with all applicable requirements of federal or state regulatory authorities.
In carrying out obligations under this Agreement, SPP and the Operating Zone Interchange Equipment Operators shall (a) follow Good Utility Practice, (b) comply with applicable policies, standards and requirements of NERC the ERO Reliability Standards and SPP Criteria and their successors, and (c) follow applicable laws, regulations, and orders.
Western-UGP shall provide documentation to SPP pursuant to the SPP Criteria of all existing protective systems that impact the West Facilities-UGP, such as Special Protection Systems (“SPS”), Remedial Action Schemes (“RAS”), WECC Wide Area Protection Schemes (“WAPS”), WECC Local Area Protection Schemes (“LAPS”), Undervoltage Load Shedding (“UVLS”) and Underfrequency Load Shedding (“UFLS”).
The Parties shall comply with NERC and North American Energy Standards Board (“NAESB”) Standards, Western Electricity Coordinating Council (“WECC”) Regional Reliability Standards, and SPP Criteria, as applicable, and as specified in Western-UGP’s Membership Agreement and the SPP OATT.
SPP Criteria and NERC Policies and Standards are considered Good Utility Practice.
SPP, in performing its reliability coordinator function as recognized by NERC pursuant to its policies, and pursuant to SPP Criteria and this Agreement.
The provisions of SPP Criteria 6.0 shall not be applicable to the West Facilities-UGP nor to Western-UGP’s transmission system in the Western Interconnection.
Western-UGP shall coordinate with SPP for all planned maintenance of the West Facilities-UGP consistent with its corresponding SPP Criteria and on a consistent basis with its transmission facilities in the Eastern Interconnection.
Kansas and KMEA shall operate their systems and delivery points in continuous synchronism and in accord with applicable NERC Policies and SPP Criteria and Good Utility Practice.
SPP shall engage in such planning activities, in coordination with Member, as are necessary to fulfill its obligations under this Agreement, SPP Criteria and the OATT.
