Speed contest means an organized activity of a competitive nature in which speed is a determining factor in the outcome of the event.

In order to constitute a speed contest under this section, at least two vehicles must be assembled, or spectators must be present at the event. An event where the vehicles traveling over a prescribed route do not exceed the speed limit, is not a speed contest.
