SOPM means the Board's Committee on Preschool Special Education Standard Operating Procedures Manual, dated June 2001, any amendments made thereto, and any and all memoranda or publications issued by the Board in explanation of or in connection with same, as otherwise qualified by paragraph 22 of the Agreement.
