  • PJM shall not include any expenditures required to conform PJM’s systems to the SMD Tariff in either Capitalized Expansion Costs, Directly Assigned Expansion Costs, or Expensed Expansion Costs, other than the incremental costs due to the inclusion of the PJM South Region in such modifications.
