Slums, which are defined as dwellings with lack of access to improved water, sanitation, sufficient space, durability and security, need monitoring of food, water, hands, and the other environmental risks that cause disease (U.N., 2008).
In order for an activity to meet the National Objective of Slums and Blight, the activity must take place in an area that meets the definition of a Blighted area and the project must be shown to eliminate Blight or prevent further Blight per Federal Regulation 24 CFR, Part 570.483(c).
