Silver Members shall be entitled to annually elect one representative to the Governing Board for every 10 Silver Members (rounding down to the nearest whole number) up to a maximum of three representatives; provided there shall always be, when there is one or more Silver Members, at least one Silver Member representative, even if there are less than 10 Silver Members.
