Significant contributor definition

Significant contributor means a person who discharges to waters of the state pollutants that contribute to or have the rea- sonable potential to contribute to an exceedence of a water quality standard.
Significant contributor means a discharge contributes a loading of pollutants considered to be sufficient to cause or exacerbate the deterioration of receiving water quality or instream habitat conditions.
Significant contributor means a non-domestic user, which is classified as an industrial user, and due to the nature of its wastewater discharge, is governed by categorical pretreatment standards.
