Any inconsistency or ambiguity in this Contract shall be resolved by giving precedence in the following order: (1) this Contract, (2) the Selection Letter issued by the State; (3) attachments prepared by the State, (4) Public Works Designer Manual, (5) the Designer’s Proposal; and (6) attachments prepared by the Designer.
