Security deposit guarantee means a written agreement [in lieu of paying the security deposit directly to the landlord that is executed between the commissioner or his or her designee or agent and the landlord.] between the commissioner, the commissioner’s designee or the department’s agent and a landlord that provides that the department will pay the landlord for damages up to the amount of the security deposit if the tenant fails to comply with the obligations in section 47a-21 of the Connecticut General Statutes;
