During Phase I, the Contractor may propose an alternative to any item identified by manufacturer's make and model number in the System Specification, Attachment J-1 and/or Scientific Mission Systems Specification, Attachment J- 6 and identified in the Equipment Salient Characteristics, Attachment J-9, by preparing an Equivalent Equipment Substitution Request (DI-007) in writing to the Government for approval.
