Reference person definition

Reference person means a hypothetical aggregation of human physical and physiological characteristics determined by international consensus. These characteristics may be used by researchers and public health workers to standardize results of experiments and to relate biological insult to a common base. A description of the reference person is contained in the International Commission on Radiological Protection report, ICRP Publication 23, “Report of the Task Group on Reference Man.”
Reference person means in most cases the alleged victim. If no alleged victim is identified the Reference Person may be the alleged perpetrator, the name of a facility reporter or the provider.
Reference person means the institutional agent appointed by the Appointing Authority under the informal procedure. The role of the reference person is, above all, to listen to people who request assistance, to inform them of their rights and duties as well as those of other persons involved, to advise them of the options available and, at the request of a person who considers himself or herself to be a victim, to reconcile the parties in dispute.
