Reasonably diligent search means the efforts of DFCS to identify and locate a parent whose identity or location is unknown or a relative or other person who has demonstrated an ongoing commitment to a child. Such search shall be initiated at the outset of a case under Article 3 of this chapter and shall be conducted throughout the duration of a case, when appropriate.
