The Ramp Delay Fee shall be equal to *** multiplied by the number which is the difference between the number of CSR’s required under the Ramp Up Schedule in Section D(1), above, at the end of each calendar month and the number of CSR’s actually hired on the Project Staff as of the end of such calendar month.
