The revised Contract Rents shall become effective on the first day of the month following the date on which HUD approves the cost certification submitted by the Owner after completion of the Work (as defined and set forth in the RAD Conversion Commitment (RCC)).
If, at the time of a RAD Conversion or after the family moves into the unit, the family is or becomes under-occupied/over-housed under 24 CFR 983.260, the family may remain in the unit until an appropriate sized unit becomes available at the RAD Development.
Owner covenants that it shall be in compliance with all restrictions imposed in connection with the RAD Program, including without limitation, the Uniform Relocation Assistant and Real Property Acquisition Act of 1970, as may be applicable, the RAD Conversion Commitment, and all other commitments made in connection with the Project as the RAD Program requires.

Any conflicts between this Agreement, the RAD Conversion Commitment, the RAD HAP contract, or any other applicable HUD program requirements shall be conclusively resolved by the Secretary.
