Qualified authority definition
Qualified authority means an authority that as of the effective date of this section or thereafter is composed of 10 or more members and has a population residing within its territory of 250,000 or more.
Qualified authority means a person who, in the opinion of the Director, is duly qualified to certify to the matters in relation to which the expression is used.
