This should help them improve their quality of life, prevent any problems from worsening and prevent them needing to access high cost specialist services such as social care, acute health services and the criminal justice system. In light of feedback and considering the strategic direction of the Council the proposed delivery model has been revised. We have noted the concerns that have been raised, such as those around safeguarding of young families in libraries, and can confirm that robust procedures and appropriate staff training is in place to ensure the council fulfils its responsibility in relation to such concerns. Children’s centre services will be commissioned across the county, split into 10 ‘lots’ aligned with the Early Help Forum geographical areas. Bidders will be expected to understand the universal offer being made available through LibraryPlus and offer additional support where required. Universal health provision for under 5 year olds will continue to be delivered so it is accessible to families, including in children’s centre services, libraries and other community venues where the need is identified.
