Such interpretations shall be made upon request of the City and its representatives or the Procurement Contractor, to safeguard the City against defects and deficiencies in the procurement of items.
The Engineer does not guarantee the performance of the contract by the Procurement Contractor, nor is it responsible for manufacturing means, methods, techniques, sequences or procedures, or for safety precautions and programs in connection with the work, and it shall not be responsible for a Procurement Contractor’s failure to carry out the work in accordance with the bidding documents.
