Processed Chlorine Free (PCF means recycled paper in which the recycled content is unbleached or bleached without chlorine or chlorine derivatives. Any virgin material portion of the paper must be Totally Chlorine Free (TCF—see Sec. 65-C (6) below). The paper must contain at least 30% post-consumer content. Exposure to organochlorine waste byproducts from paper manufacturing has come under increasing suspicion as a cause of breast cancer in women. Current San Francisco City guidelines do not offer bid preferences as vendor incentives to supply Process Chlorine Free (PCF) paper products. Vendors are, however, encouraged to promote PCF items to their supplier ▇▇▇▇▇ and advise the City when these products become available in an effort to eliminate industrial pollution before the pollutants are generated (“source reduction”).
