Primary Physical Aggressor definition
Primary Physical Aggressor means a person who has caused or has threatened to cause the most significant physical or emotional harm to another in his family or household, as compared to the other party involved, regardless of whether or not the other party was the first aggressor, depending on the past history with violent behavior, the relative ability to inflict harm and severity of injuries inflicted on each party.
Primary Physical Aggressor means the person(s) who has caused or has threatened to cause significant physical or emotional harm to another in his or her family or household, as compared to other party(s) involved. This is regardless of which party was the first aggressor. In determining whether one person is a primary physical aggressor, consideration shall include but is not limited to:
