Primary Native language definition

Primary Native language means the language or mode of communication in which a ML is most fluent or speaks more regularly than any other language normally used by a person with a limited ability to speak or understand the English language. In the case of a student, the primary native language is the language normally used by the student’s parents, except that in all direct contact with a student, including during the evaluation of the child, the native language is the language normally used by the student in the home or in the learning environment.
