Primacy agency definition
Primacy agency means the department of environmental management where the department exercises primary enforcement responsibility as granted by the EPA.
Primacy agency means the agency of the Commonwealth that has been delegated the national drinking water program by the U.S. Environmental Protection Agency. The primacy agency in the Commonwealth is the Division of Environmental Quality within the Office of the Governor.
