Previously developed means a lot or parcel that was developed with a structure legally placed upon it.

Previously developed means that a substantial portion of the site has been mechanically altered for purposes authorized in a local zoning code. Developed open space and parcels that are, or have been, in agricultural production shall not be considered to be previously developed for the purposes of this section.
