Preferred pool definition
Preferred pool means those notices of intent for projects in counties in which no project has received and has not declined the allocation pursuant to rule 122-4-06(D)(2)(a) of the Administrative Code an allocation of the applicable set-aside from the current or any of the prior three years' state ceilings.
