Pre-Operational Services means the implementation services required to satisfy the Authority’s requirements during the Pre-Operational Services Period in accordance with the Specification and the Final Implementation Plan;

Other than to the extent caused or contributed to by an act or omission of the Operator or an Operator Associate and without limiting Clause 12.3(b), the Operator’s responsibility to complete the Pre-Operational Services and any Operator Completion Items will be extended by the same period to the extent that the Operator can demonstrate that it is delayed as a result of Project Co being delayed.
