practising office means an office of a Member, firm or professional corporation engaged in the practice of public accounting or in providing accounting services to the public or both; for student registration purposes, and subject in that regard to such conditions as may be stipulated by the Council from time to time, "practising office" also includes Members holding the office of Auditor General of Canada or of Auditor General of Ontario;
