Port development project means the engineering, improvement, rehabilitation, construction, operation or maintenance, in whole or in part, including the preproject planning costs of any project authorized by ORS 777.105 to 777.258, except projects authorized primarily by ORS 777.250 (1).
Port development project means for these purposes, any capital improvement project set forth on the Port’s Capital Improvement Program list.
