planning purposes means, in relation to the use of land, a use that is not for “public purposes” as that expression is defined in this subsection but which has been foun d to be of sufficient economic, social, or other benefit to the inhabitants of Trinidad and Tobago, or any of them, as may warrant th e exe rcise, of com p ulsory acq uisition power s in or de r to achieve or maintain such benefit;
planning purposes means that the appropriation will facilitate the carrying out of development, redevelopment or improvement of land which is likely to contribute to the economic, social or environmental wellbeing of the area, or which is required in the interests of the proper planning of the area in which the land is situated.
