Permanent Impact definition

Permanent Impact means the permanent loss of an Aquatic Resource resulting from the adverse effects of grading, filling, excavation, dredging, or changing of drainage of an Aquatic Resource.

Permanent Impact means any impact on vegetation or habitat that results in permanent vegetation or habitat removal, i.e. impervious surface or circumstances where vegetation or habitat is removed and is not substantially restored to pre-impact conditions by hydro-seeding or other measures.
