Participate fully means that a member organization turns out at least 85% of the average number of its members who have participated in the last four National Skirmishes it has attended to work on the host staff.
Participate fully shall have the meaning set forth in Section 7.5(c).
Participate fully means that a member organization turns out at least 80% of its shooting members to work on the host staff.
