This consent shall be given if the Municipality has been persuaded that such transfer does not affect the obligations of the Housing Company for erecting the School and the Sports Center, the construction and actual completion thereof, and the obligations of the Mall Company for constructing the Municipality’s Parking Places Area, the construction and actual completion thereof.
