Park and recreation means a pro- gram or programs carried out or pro- moted by a public agency for public purposes which involve directly or indi- rectly the acquisition, development, improvement, maintenance, and pro- tection of park and recreational facili- ties for the residents of a given polit- ical area. These facilities include but are not limited to parks, playgrounds and athletic fields, swimming pools, golf courses, nature facilities, and na- ture trails.(18.1) Provider of assistance to homeless individuals means a public agency or a nonprofit, tax-exempt institution or organization that operates a program which provides assistance such as food, shelter, or other services to homeless individuals, as defined in paragraph (a)(12.1) of this section. Property ac- quired through the donation program by such institutions or organizations must be used primarily for the pro- gram(s) operated to assist homeless in- dividuals.
